Sir E. Grey is advised that on the evidence at
present received the decision could scarcely fall to
be in favour of the United States Government and, as
no further evidence has been produced since the date
of my letter mentioned above, he is of opinion that
it would be useless to advise the claimant to incur
the heavy expense of presenting evidence only obtain-
able in Hong Kong before a Commission which will
probably meet at Washington.
In the circumstances Sir E. Grey would be glad
to learn whether, on reconsideration, the Secretary
of State for the Colonies does not agree that the
claim is not suitable for inclusion in the Schedule
of Claims to be presented to the United States
Government.
